The pitch of $2,000 payments funded by tariffs sounded simple, but the finances and legal reality are far murkier. Tariff revenue so far covers only a small share of what such a program would cost, and some of that money is tied up in court challenges. If the Supreme Court were to rule the tariffs were imposed improperly, the government could end up refunding importers rather than sending payments to households. Even in the best-case scenario for supporters, Congress would still need to authorize and structure any plan — deciding eligibility, delivery method, and funding — meaning the proposal remains far from guaranteed and entangled in legal and political hurdles.
